生物多样性是人类赖以生存的物质基础,其价值可以从下列两个方面得以了解。第一,直接价值。从生物多样性的野生和驯化的组分中,人类得到了所需的全部食品、许多药物和工业原料,同时,它在娱乐和旅游中也起着重要的作用;第二,间接价值。间接价值主要与生态系统的功能有关,通常它并不表现在国家核算体制上,但如果计算出来,它的价值大大超过其消费和生产性的直接价值。生物多样性的间接价值主要表现在固定太阳能、调节水文学过程、防止水土流失、调节气候、吸收和分解污染物、贮存营养元素并促进养分循环和维持进化过程等7个方面。随着时间的推移,生物多样性的最大价值可能在于为人类提供适应当地和全球变化的机会。生物多样性的未知潜力为人类的生存与发展展示了不可估量的美好前景。

近年来,物种灭绝的加剧,遗传多样性的减少,以及生态系统特别是热带森林的大规模破坏,引起了国际社会对生物多样性问题的极大关注。生物多样性丧失的直接原因主要有生境丧失和片段化、外来种的侵入、生物资源的过度开发、环境污染、全球气候变化和工业化的农业及林业等。但这些还不是问题的根本所在,根源在于人口的剧增和自然资源消耗的高速度、不断狭窄的农业、林业和渔业的贸易谱、经济系统和政策未能评估环境及其资源的价值、生物资源利用和保护产生的惠益分配的不均衡、知识及其应用的不充分以及法律和制度的不合理。总而言之,人类活动是造成生物多样性以空前速度丧失的根本原因。

生物多样性保护关系到中国的生存与发展。中国是世界上人口最多人均资源占有量低的国家,而且是85%左右的人口在农村的农业大国,对生物多样性具有很强的依赖性。中国是近年来经济发展速度最快的国家之一,在很大程度上加剧了人口对环境特别是生物多样性的压力。如果不立即采取有效措施遏制这种恶化的态势,中国的可持续发展是不可能实现的,甚至会威胁到世界的发展与安全。
